Israel, Jordan, Syria, and Egypt

Persons born in areas administered prior to June 1967 by these countries are chargeable to the respective country.

• Gaza Strip natives are chargeable to Egypt.
• West Bank natives are chargeable to Jordan.
• Golan Heights natives are chargeable to Syria.
• East Jerusalem natives are chargeable to Israel.

Asia

Macau S.A.R. and Taiwan

• Persons born in Macau S.A.R. are considered part of the Europe region and derive eligibility from Portugal for the DV program.

Japan and Russia

• Individuals born in the Habomai Islands, Shikotan, Kunashiri, and Etorofu are chargeable to Japan.
• Those born in Southern Sakhalin are chargeable to Russia.

Europe

Macau S.A.R.

• Although geographically located in Asia, for the purposes of the DV program, individuals born in Macau S.A.R. are part of the Europe region and derive eligibility from Portugal.

Northern Ireland

• For the DV program, Northern Ireland is treated separately and does qualify. It is chargeable to itself, Northern Ireland.
